Trabuco Canyon Water District sets rates and charges in an open, public process with multiple opportunities for customer input.

Recently approved rate changes:

  • Effective July 1, 2024, the TCWD Board of Directors approved water rates and charges that are 5% lower on average than originally authorized as part of the rate schedule adopted in June 2023.
  • On June 29, 2023, the TCWD Board of Directors approved an increase to rates and charges for water, sewer, and recycled water services. 
  • On July 20, 2023, the TCWD Board of Directors voted unanimously to keep the existing sewer charges on the monthly water and sewer bill.  A proposal to collect sewer charges on the property tax roll was not approved. No TCWD charges will appear on our customers’ property tax bills.

Information Regarding 2023 Rate Study

The District periodically reviews its rates to determine if adjustments are required to meet its operational and maintenance costs, system capital improvements, adequately fund reserves based on adopted reserve policies, and to keep pace with inflation and other significant cost increases. Due to increases in capital expenses and the hyper-inflationary climate since the pandemic, the District anticipated rate increases would be needed to replace the noticed rates for Fiscal Year 2023-24 (FY 2024) and FY 2025 - the final two years of the 2020 rate study. The District hired IB Consulting to conduct a comprehensive cost-of-service update to its water, wastewater, and recycled rates. The draft Cost of Services Study (COSS) provides a basis for implementing utility rates from FY 2024 through FY 2028 (Rate Setting Period) that do not exceed the costs to provide service to District customers in compliance with California Constitution Article XIII D, section 6 (Proposition 218); an updated Draft COSS was prepared in mid-June with minor non-substantive changes.

The COSS was made available online on May 15, 2023 and at the District offices at 32003 Dove Canyon Drive, Trabuco Canyon, California 92679.
