Trabuco Canyon Water District (“TCWD” or “District”) owns the Administration Facility and the property upon which is resides; the District is not affiliated with the Dove Canyon Plaza. The District was notified by William Lyon Homes ("WLH") by letter in late January 2019 that WLH was “facilitating a process to determine how (Dove Canyon Plaza) can be best utilized to best serve the community and its housing needs”.

On Saturday, February 2, 2019, WLH held a Community Open House Event at the Dove Canyon Courtyard; per the recommendation of the District Properties Ad Hoc Committee ("Committee"), the Board President and Interim General Manager attended the event for the purpose of learning more about the proposed development.

On February 19, 2019, the Committee met with WLH representatives at their request concerning this proposed development. At that meeting, the Committee provided the following feedback to WLH, which included: 

1. The WLH development as proposed appears to be an incompatible use with the District’s Administration Facility;

2. The District’s Administration Facility is a fully-functional facility that serves as the de-facto community center which is widely used by non-profit groups on a monthly basis;

On July 31, 2019, the District submitted a request to the City of Rancho Santa Margarita Planning Division to receive written notices, copies of documents, and environmental statements; the letter is publicly available at the following: Request for Notices

The Committee met on August 9, 2019 to review the submitted WLH Application for Rezoning and Development of Dove Plaza and to discuss the potential impacts of this development to the District’s Administration Facility as proposed. At the recommendation of the Committee, District General Legal Counsel prepared a formal letter to provide to the City of Rancho Santa Margarita Planning Division concerning the proposed development. This letter was approved by the Board of Directors at the August 21, 2019 Regular Board Meeting, and is available at the following: District Letter to RSM Planning Division 

The proposed re-zoning and development of Dove Canyon Plaza has been agendized for Board consideration on a monthly basis at the District's Regular Board Meeting, and the Board will continue to monitor this matter as it develops. Hunsaker & Associates, WLH's engineering firm, has formally requested the District to complete a Sub-Area Master Plan (SAMP) as it relates to the proposed development, and a copy of the document is available at the following link: SAMP Request. Consistent with District practices and precedent.this request will be presented to the Board of Directors for discussion at the October 16, 2019 Regular Board Meeting.

WLH has resubmitted an updated application for this proposed rezoning and development to the City of Rancho Santa Margarita, including a Paloma Square Specific Plan, and has provided their responses to the City's Completeness of Determination Letter dated August 21, 2019. UPDATE:

At the January 15, 2020 Regular Board Meeting, the Board of Directors approved the PSOMAS Engineering SAMP Proposal and directed District staff and General Legal Counsel to prepare a second TCWD Paloma Square Specific Plan Comment Letter for delivery to the City of RSM.
