Director Acosta GLENN ACOSTA | Biography

Glenn Acosta has served on the TCWD Board of Directors since 2003. In 2006 and 2007, he served as Board President. “It’s incredibly satisfying to represent the community I live in and those we serve,” Glenn said. “I’m fortunate to be part of an agency with dedicated employees, responsive management, and fellow board members that take great care in ensuring that we provide cost effective, quality service to our ratepayers.”

Mr. Acosta previously served as Director of the South Orange County Wastewater Authority, a joint powers authority amongst 10 agencies and cities managing the collection, transmission, treatment and disposal of wastewater for more than 500,000 homes and businesses. He currently serves as a Commissioner on the Santiago Aqueduct Commission, a joint powers authority overseeing one of the primary water supply pipelines into South Orange County, and as Director of the Joint Powers Insurance Authority for the Association of California Water Agencies.     

He has had statewide leadership roles related to infrastructure, local governance, solid waste management, and wastewater management. He was Chair of Tri-TAC, a technical advisory committee sponsored by the League of California Cities and the California Association of Sanitation Agencies. He also served on the Government Affairs Committee of the Water Environment Federation, the Regional Comprehensive Plan Task Force for the Southern California Association of Governments, the California Climate Action Team for the Institute for Local Government, and the U.S. EPA Industrial Combustion Rulemaking Committee.    

Mr. Acosta holds a Master’s degree in Civil Engineering from the University of California, Irvine, and has coursework in the Public Policy Program at UCLA. He was previously general manager of a $10 million company and brings over 20 years of experience in public works and consulting. He currently has a lead role in regulatory and legislative affairs for a public works agency. A resident of Dove Canyon, Glenn lives with his wife Ann and two kids, Christine and Matt.
